PS, I very nice Paint program I used before I had Photoshop was a free shareware program called Paint Shop Pro 3.12. If you go to this website: [link] and click on the link where it says:
"If you're looking for the old version (3.12) of Paint Shop Pro that I'm using in this tutorial. you can download it from **here**. "
That will open up a download window where you can save it and install it. I believe you can change the hue of the photo like I did, and you can blur, sharpen, add special effects, use an airbrush, rotate pictures any degree, etc.
One of the best free, downloadable programs I've found.
